Mrs Gallacher did not attend officially but travelled with the Minister. All expenses, airfares and accommodation were paid for by Mrs Gallacher.


The purpose and benefits of the travel to the State of New South Wales:

Purpose

To attend the Standing Council on Police and Emergency Management (SCPEM) which included participation in:

  • The combined meeting of Police and Emergency Services Ministers;
  • The meeting of Emergency Services Ministers;
  • The meeting of Police Ministers; and
  • The Intergovernmental Committee on the Australian Crime Commission (IGC-ACC).

SCPEM was recognised in the recent COAG review of Ministerial Councils as the major avenue by which Ministers can achieve joint decisions to enhance a national policing and emergency management response across the country.

The IGC-ACC is established under s8 of the Australian Crime Commission Act 2002 to monitors generally the work of the ACC and ACC Board. The Premier has previously appointed the Minister as the NSW representative.

Benefit to NSW

The meetings deal with issues of national significance to the law enforcement portfolio and the emergency management portfolio. Each business item is approved by the relevant Minister and the Secretariat as being both relevant to COAG and to the broader national agenda.

Through these forums issues may be resolved that hinder appropriate law enforcement or emergency service response because of differences with other jurisdictions. New and emerging issues can be raised to ensure that a nationally coordinated response is developed; for example, with such issues as Cybercrime and natural disasters response.

Model legislation or mutually recognised legislation may also be developed in a collaborative way. Major crime types, natural disaster or major investigations that cross borders and require a multi-jurisdictional response can be planned for, or reviewed, after the event.

On this occasion the New Zealand delegates gave a presentation on the Christchurch Earthquake response, noting the valuable input of NSW Police and Emergency Services Officers.
