Unique Student Identifier (USI)

The Design and Manage Exercises course requires participants to undertake syndicate work and assessment requirements on the two evenings of the training course. Participants will be provided with accommodation for these two nights.

The participant or their organisation are responsible for transport costs to and from training locations, and for any accommodation required for nights prior to and/or after the conclusion of the DAME course.


Some of OEM's courses are not formally assessed, while other courses give students the opportunity to be assessed for national units of competency on OEM's Scope of Registration that are aligned these courses.

Online courses are not formally assessed, but completion of a self-test quiz at the end of the module may be required. The pass mark for the quiz is 80%. Multiple attempts at the quiz are acceptable. Students are not formally assessed during OEM' OEM's training courses. However, OEM OEM delivers training courses where students have the opportunity to be assessed for national units of competency on its Scope of Registration.

Units of competency are not attached to online modules. Online modules do have a quiz component on completion with a minimum 80% pass score required. The quiz can be re-taken multiple times to assist students in reaching the pass score.

Class based courses Introduction to Emergency Management and Evacuation Management include group activities and exercises, with and have no no formal assessment component. Emergency Operations Centre Concepts, Emergency Operations Centre Concepts - Practical, Managing Emergencies, and Design and Manage Exercise, give There is, however, the option for students the opportunity to o complete undertake formal assessment for units of competency aligned to each course. for Emergency Operations Centre Concepts, Exercise Management, and Managing Emergencies, to gain a formal result in relevant units of competency. Assessment for the units may occur during training, post course, or via combination of these two options. The post-course work requires completion of an Assessment Instrument, and supplying third party reports and supporting evidence.

Students who are registered for class based courses are to attend and remain for the duration of the course. More information on the duration of each course can be found in Course Information. Start and finish times will be confirmed in the Joining Instructions email. If, for personal reasons, you need to leave earlier than the advertised finish time, notify the trainer to discuss.

If you are unable to attend a course you should inform the trainer as early as possible so the vacated position can be allocated to a waitlist student. Alternately, contact OEM at

eLearningPost-course Assessment and Recognition pathways are self-paced. Online modules are to be completed within 3 months of registration. After 3 months, a reminder email will be sent. If you register for Introduction to Emergency Management (IntroEM) the Emergency Management Overview (EMO) module must be completed at least 7 days prior to attending IntroEM.

Post-course assessment work and recognition pathways are self-paced, but need to be completed within 1- 6 months of the course start date or submission of the Recognition Kit and supporting documents. For more details see Post-course Assessment and Recognition.

Booking Confirmation Emails

Booking Confirmation emails are used to communicate with nominated and registered students about their enrolment status, and to provide an online course link and instructions.

Booking Confirmation emails sent to students registered for:

  • Online modules confirm that OEM has received you nomination and you are enrolled in the course. The email also includes an individualised link to the modules on the EM Gate Portal, as well as instructions on access and use.

  • Class based courses confirm that the trainer has received your nomination. It does not guarantee you a position on the course. OEM training is delivered in a multi-agency context. A culling process may be undertaken - dependent on applicant numbers and the number of agencies requiring placement. Students who are successful will receive a confirmation of their placement on the course via a Joining Instructions email which is sent approximately 14 days prior to the course start date. If course registration remains open until 5 - 7 days prior to course start, Joining Instructions will be sent when the course is closed. You are able to contact trainers to determine your enrolment status. Their contact details will be included in the Booking Confirmation.

Code of Practice

The goal of OEM is to provide consistent, high-quality training and development services for individuals working in the Emergency Management sector. OEM is committed to providing a flexible training and assessment framework that enables individuals to work toward nationally recognised qualifications.

Complaints and Appeals

A complaint can be an expression of dissatisfaction or it can be a problem you would like fixed.

It is usually best to talk with a OEM staff member, the trainer or assessor about your concerns. You can contact OEM, the trainer or assessor by email or phone.

Handling of your complaint or appeal will commence within 10 days of receipt of your submission. All reasonable measures will be taken to finalise as soon as practicable.

An appeal is an application for reconsideration of a decision or result relating to training and/or assessment. It may also be a request for special consideration relating to assessment.

Appeals must be made in writing or by emailing, specifying the particulars of the decision or finding in dispute. Appeals must be lodged within 28 days of the decision or finding reaching the student.

Course Cancellation/Postponement

Courses may be cancelled or postponed due to operational requirements or insufficient student numbers. The trainer or OEM will contact you to let you know if a course has been cancelled or postponed. Occasionally this contact may be at short-notice. OEM apologies for any inconvenience on these occasions.

We encourage you to check the Course Calendar for other course dates. Contact OEM at and, if there is a vacancy, we can transfer your enrolment to another course and date.

Course Calendar/Timetable

You can find the proposed schedule for class based courses on OEM's Course Calendar. Six months of course offerings, with dates, location, vacancies, and a "Book Now" link for enrolment, are displayed.

Course offerings are planned over a financial year, not a calendar year. New courses for a financial year are available by June of each year. If you need to organise an enrolment for a period that is not visible on the webpage, contact OEM for proposed course dates and details. If there is regional or industry demand, or a request, OEM may schedule further courses.

eLearning Modules are available for enrolment and displayed on the Course Calendar monthly. A new offering will be available approximately two weeks prior to the start of that monthly offering.

Changing Your Personal and Password Details

It is important that OEM has an accurate record of your contact details for correspondence and communication - particularly for emails and distribution of certificates and Statements of Attainment. To update your personal details or change your password, log in to the Learner Portal.

Disclosure of Personal Information

Your personal details and training details remain confidential and are not given to any third party.

The organisation nominated at registration may request information from OEM about staff or volunteers undertaking our training. The only information released by OEM will be your name and details relating to the course. All other personal details will not be released and will remain confidential. Your organisation collects this information as part of their reporting process - to determine who or, the number of staff/volunteers, completing OEM training. Enrolment in OEM courses is acknowledgement that this information can be released, on request only, to the organisation nominated at registration.


All OEM staff, trainers and students have an obligation under NSW legislation not to discriminate, treat unfairly or harass people because of who they are, who they are related to, or who they associate with, on any of the following ground:

  • Gender
  • Race
  • Marital and parental status
  • Sexuality
  • Age
  • Political belief or activity
  • Disability
  • Religion

eLearning Modules

OEM has a number of eLearning modules. The modules are short self-paced courses, and provide an introduction to the Emergency Management sector. They are also designed to be completed prior to attending class based courses. See Course Information for course summary or Courses for more details, and also EM Gate Portal

EM Gate Portal

OEM's eLearning modules are hosted on the EM Gate portal. You will receive a booking confirmation email within 1 working day of registration for each module in which you enrol. The email contains an individualised link for access to the specified module on EM Gate Portal. Ensure that you use the relevant email for the module to access the Portal. That is, do not use the Emergency Management Overview Booking Confirmation email link to access another eLearning module - e.g., Welfare Services Functional Area Overview. The link for each module is used for your initial visit to EM Gate Portal for that module.

The very first time you access EM Gate Portal you are required to create a student account, with a Username (email address) and a Password for future access to the portal. EM Gate portal can then also be accessed for that module via the URL

To access your student record, view current and previous OEM training and submit feedback you need to connect to the Student Portal. The Student Portal is the gateway to OEM's student management system.


Nomination for all courses is by the online enrolment/booking process available on Courses or Course Calendar. Nomination should be conducted in conjunction with the procedures set by individual agencies for training and professional development activities for staff and volunteers. Supervisors will receive an automated email confirmation of your nomination. You will also receive an automated email when you have completed your registration.

Nominations for class based courses usually close 2 weeks prior to the course start date, but occasionally, if vacancies exist, the close date may be reduced to 5-7 days.

Online courses: Within one working day of enrolment you will receive a Booking Confirmation email that contains an individualised link for that eLearning module located at EM Gate Portal.

Class based courses: Receipt of automated and Booking Confirmation emails may not guarantee a placement on a course. Acceptance is dependent on completion of course prerequisites. More information is available on Training Pathways. It is also determined by applicant numbers and agency representation. OEM training is delivered in a multi-agency context. A culling process may be undertaken to ensure multi-agency participation. Successful students will receive a Joining Instructions email 7 - 14 days prior to course start date.

Fees and Costs

Currently, all courses and training - online, class based, post-course and recognition - are funded by OEM with no cost to students. Sponsoring organisations or students are responsible for transportation costs to and from course venues. Unless otherwise stated and approved, the cost of overnight accommodation during training is the responsibility of the sponsoring organisation or the student.


See Discrimination. OEM training environment is free of racial, sexual or any other kind of harassment or discrimination. Harassment is any conduct (verbal, written or physical) that is unwanted, unwelcome and which may be offensive. This applies to trainers, staff and all students.

Joining Instructions

Students successful placed on class based courses will receive a Joining Instructions email from trainers approximately 7 - 14 days prior to the course start date. This email will contain trainer contact details, training venue and location, parking, course start and finish times, catering, dress code, and what students need to bring. Students are required to reply to the trainer as soon as possible to confirm whether they will accept or decline.

Language Literacy Numeracy (LLN)

OEM provides training and assessment to permanent and volunteer staff from the Emergency Management Agencies, Functional Areas and Supporting Agencies from both Government and Non-government Organisations. Students who nominate or are directed to nominate for an OEM course would be required to perform duties in multi-agency emergency management operations where there is an expectation that they have a reasonable level of language, literacy and numeracy to perform these duties. If anyone attending training does not demonstrate appropriate levels of language, literacy and numeracy they will be referred back to their nominated organisation for re-assessment and re-nomination when appropriate.

Mobile Phones

Students who are required to be contactable during training should have their mobile phones muted. On receipt of a call students are to exit the training room quietly. Please show consideration for the trainer and classmates.

Trainers are operational Regional Emergency Management Officers (REMOs) and need to be contactable. There may be instances where a trainer will need to step out of the room to answer a call. As OEM courses are usually delivered by two or more REMOs, answering a mobile should not interrupt training. On occasion where only one trainer is available please exercise patience and consideration.

Nationally Recognised Training

OEM offers post-course assessment and recognition pathways for national units of competency from the PUA012 Public Safety Training Package. See Course Information and Recognition for more details.

The units contribute towards completion of the PUA60112 Advanced Diploma of Public Safety (Emergency Management), PUA60712 Advanced Diploma of Public Safety (Community Safety), PUA52312 Diploma of Public Safety (Emergency Management), or the PUA30412 Certificate III in Public Safety (SES Rescue). Post-course Assessment

Post-course assessment is available with 4 class based courses for 2 units of competency. This assessment pathway is self-paced, but there are completion timeframes for the submission of all documents, including evidence. PUAEMR031 Design and Manage Exercises, and PUAMR030 Manage and Evaluate Emergency Management Exercises, Once submitted, allow a 3 month period for assessment. During this time the assessor may request further evidence, third party references and/or conduct an interview.

The post-course Assessment Instrument relevant to the course and units of competency is distributed during class, or can be requested from OEM. Students must submit all documentation to OEM by email or post:

OEM also receives a copy of the Record of Assessment and updates your student record as per the assessor's decision. If you are deemed Competent, a Statement of Attainment is issued and forwarded to your notified postal address within 30 days of result finalisation. (See information on the Unique Student Identifier). If you are deemed Not Yet Competent, you can re-apply for the unit of competency at a later date. Unsuccessful applicants are entitled to appeal the assessment decision - see Complaints and Appeals.


Prerequisite refers to course entry requirements. The eLearning module Emergency Management Overview and class based Introduction to Emergency Management are mandatory for entry into all other OEM courses. See Training Pathways for all for OEM courses requirements.

Students have access to an assessment only pathway i.e. Recognition. Recognition refers to Recognition of Prior Learning (RPL) and/or Recognition of Current Competency (RCC). A student can seek recognition for their skills and knowledge - whether gained from employment, other courses, training at work or from life experience. More information on Recognition, including a Guide to Recognition.

The recognition pathway is currently available for 3 units of competency. Recognition Kits are being developed for the other Units of Competency on OEM's Scope of Registration.

The assessment process timeframe is 3 months from the submission of the completed Recognition Kit and supporting evidence. During this time the assessor may request further evidence, third party references and/or conduct an interview.

The Recognition Kit is available on request from OEM. Students who undertake this option need to complete the kit and submit their portfolio to OEM by email or post.

Students who undertake post-course or recognition assessment pathways and are deemed competent in a unit of competency on OEM' Scope of Registration receive a Statement of Attainment. Statements of Attainment are issued within 30 days of result finalisation. All students are required to submit their Unique Student Identifier (USI). Students cannot be completed and Statements of Attainment issued until the submitted USI is verified by OEM.

If the course is not linked to a unit of competency students receive a Statement of Attendance or Statement of Participation. Statements of Attendance are issued for class based courses. Statements of Participation are for eLearning modules. More information on Testamurs and Certificates.

Student Portal

The Student Portal is the link to OEM' student management system (not to be confused with EM Gate Portal which houses the eLearning course modules).

The Student Portal link allows you to access your student record so you can:

  • view your training record - both current and past courses and modules
  • view and update personal details
  • change your password
  • view and access any relevant course learning resources
  • view OEM and national training information
  • access OEM forms
  • submit feedback and suggestions, or lodge complaints or appeals, and
  • submit your Unique Student Identifier number and evidence.

Student Rights and Responsibilities

Students have a right to:

  • be treated fairly and with respect by staff and fellow students
  • learn in an adult environment free of discrimination and harassment
  • pursue educational goals in a supportive and stimulating environment
  • privacy concerning records or documents that contain personal information, subject to statutory requirements *
  • be given information about assessment procedures at the beginning of the course and progressive results as they occur
  • lodge a complaint without fear of retaliation or victimisation, and
  • apply to have your existing skills and knowledge recognised as part of your training.

By accepting enrolment you agree that you have a responsibility to:

  • treat other students and trainers with respect, fairness and courtesy
  • be punctual in attendance to class based courses or exercises
  • complete online self-paced courses in a reasonable timeframe and at least 7 days prior to class based courses if the online course is a prerequisite entry requirement.
  • submit post-course assessment task(s) within an agreed timeframe to your trainer. If you require an extension of time due to exceptional circumstances contact OEM or your trainer to discuss
  • observe standard safety practices
  • not behave in a way that could offend, embarrass or threaten others
  • turn mobile phones to silent mode whilst attending a course, and
  • submit post-course and recognition documents and evidence and complete assessment in the specified timeframes (See AttendancePost-course Assessment, and Recognition.

* Please note: At the request of your supervisor or nominated organisation the following details may be supplied for their reporting requirements on staff/organisation training data: either one or all of the following - student name, course name, and result. No other details are released, including any personal information. Your records and personal details are confidential and are not released or made available to any third party.

Staff Rights and Responsibilities

OEM staff and trainers have a right to:

  • be treated fairly and with respect by students and other staff, and
  • work in an adult environment free of discrimination and harassment.

In addition, trainers have the right to:

  • be able to present training without disruption.

All staff and trainers have a responsibility to:

  • be fair and equitable
  • treat everyone with respect and courtesy
  • promote an adult environment free from harassment where students are aware of their rights and responsibilities
  • not disclose student attendance or performance details to unauthorised persons, and
  • provide training and assessment information which allow the student to make informed decisions in regards to their training.

In addition trainers have a responsibility to:

  • deliver training and exercises that help students achieve their educational goals
  • communicate with students in regards to nominations, bookings, course details, assessment and recognition
  • complete post-course and recognition assessment in a timely manner
  • inform students on how and when trainers can be contacted, and
  • ensure that classes and exercises start and finish on time.

Supervisor Notification

Your nominated supervisor (information supplied during registration for a course) will receive an email advising that you have registered for a course.

To ensure that we continue to offer the best services and quality training and assessment, OEM regularly asks students how we are performing. Post training surveys are emailed to all students within 1-2 days after completion of class based courses. Online course surveys are available at the end of your online module.

Your personal details and feedback remain confidential and are not given to a third party. You are also able to choose to submit your responses anonymously. Please take a few minutes to complete the survey. Your feedback is very important to us.

Department of Justice, OEM is obligated, as an RTO, to collect survey data for reporting to the national regulatory body, Australian Skills Quality Authority (ASQA). If you undertake accredited training (units of competency) you will receive a Learner Engagement Survey by email for completion online during the year in which you were enrolled in the unit(s) at OEM. Employers/Supervisors nominated by these students will also receive a survey for completion - an Employer Satisfaction Survey.

Testamurs and Certificates

A testamur is an official award issued following the successful completion of a unit of competency.

Students who undertake assessment or recognition and are deemed competent in a unit of competency will receive a Statement of Attainment. Statement of Attainment testamurs will be issued and mailed to students within 30 days of result finalisation. (See the information on the Unique Student Identifier (USI)).

A Statement of Attendance or Statement of Participation is an acknowledgement of attendance at, or participation in, class based or online OEM courses.

Statements of Attendance will be, in most cases, presented on the day of the class based course. If not available, they will be emailed or posted within a week of course completion.

Statements of Participation are issued for online courses and can be generated and printed by students on successful completion of the course module.

Trainers and Assessors

OEM' trainers and assessors are operational Regional Emergency Management Officers (REMOs) and:

  • have qualifications plus extensive and current experience in the Emergency Management sector
  • have training qualifications - minimum TAE40110 Certificate IV in Training and Assessment
  • are able to train and assess the units of competency on OEM's Scope of Registration, and 
  • have opportunities and are encouraged to keep their training skills and industry knowledge current through ongoing professional development activities and qualification upgrades.

Training Facilities and Locations

Training is delivered throughout New South Wales at nearly fifty locations. All venues are approved by OEM for training. Check the Course Calendar for locations and dates. Most of the training is conducted at regional State Emergency Services or Rural Fire Services premises. These facilities may have restrictions in relation to smoking, eating or drinking on the premises or in the training room. Your trainer will let you know about any restrictions.

Transferring of Course Dates

Contact OEM at and/or the trainer if you need to transfer to another training date for your class based course. You will be transferred to if a vacancy exists. Check the Course Calendar for all course dates.

Unique Student Identifier (USI)

From 1 January 2015 all students undertaking a national recognised qualification or units of competency with a Registered Training Organisation (RTO) must have a Unique Student Identifier (USI). A USI is a reference number made up of ten numbers and letters (e.g., ABC12QF8V2). The USI is available online and at no cost to you. The USI will stay with you for life and will be recorded against any nationally recognised VET course or units undertaken. Once created, a USI will link your USI account to the National Vocational Education and Training (VET) Data Collection so you will be able to see all of your training results completed from 1 January 2015 for all training providers. It will also be a central point to find and print a single authenticated transcript of your VET training from this period.

You need to create and submit your USI to OEM. OEM will be unable to finalise your result and issue your testamur until you have provided your USI and it has been verified as correct by OEM on the USI Web System. To submit your USI and evidence details, log in to the Student Portal (using your username and password) and follow the alert prompt message. You must supply details from one piece of evidence - the USI website has a full list of documents you can use, and the details required from that document. Just be sure that the personal details you provided OEM on enrolment match that on the identity evidence used. For example, if you are listed as "James" on your driver's licence and for your USI, you must use "James" and not "Jim" on your OEM enrolment. If "Jim" is used there will be a mismatch and OEM will be unable to verify your USI. Enrolment details with OEM which need to match identity evidence provided include:

  • First Name and Family Name or Single Name (where applicable)
  • Date of Birth
  • Country/City of Birth
  • Country of Birth
  • Gender
  • Country of Study
  • Preferred contact details (e.g., mobile, email, or phone)

If enrolment personal details do not match, log into the Student Portal and update your details. If you have forgotten your username and/or password for the Student Portal, contact us at

The collection, use and disclosure of your USI are protected by the Student Identifiers Act 2014 Cth (SI Act). The personal information provided, including your identity information is protected by the Privacy Act 1988 Cth (Privacy Act). More information on Privacy and Confidential is available on the USI Website. The identity information is verified in OEM's Student Management System and once matched as correct it is deleted.

Your USI will not appear on any documents - this includes correspondence and testamurs.


A student whose enrolment nomination for a class based course is unsuccessful because maximum student numbers is reached is offered a waitlist position. Should a position become available prior to course commencement, the student will be offered this position - subject to multi-agency participation and registration date.

Work Health and Safety

Training is conducted at venues in accordance with the Work Health Safety Act 2011. OEM endeavours to provide staff and students with a safe and healthy environment. It is the responsibility of all OEM staff, trainers and students to follow safety regulations and report accidents or health and safety issues to trainers or OEM.
