Agreements and arrangements between the different agencies involved in Emergency Management are documented in plans. These plans are then endorsed by the appropriate emergency management committee.NSW State Emergency Management Plan (EMPLAN)
The NSW State Emergency Management Plan (EMPLAN) is the document outlining the overall agreed roles and responsibilities of agencies.

Sub plans
Sub plans are produced by the authority with the primary responsibility for responding to the particular threat, for example, the State Flood Plan is produced by State Emergency Service and the State Bush Fire plan is produced by the Rural Fire Service.

Supporting plans
Supporting plans are produced by the relevant Functional Area Sub Committee. The SEMC is responsible for reviewing State and Regional Emergency Management Plans.

Regional plans
Emergency Management Districts were changed to Emergency Management Regions in 2012. Regional Emergency Management Plans are being developed and will be available by September 2013. Until the new plans are passed and available the District Emergency Management Plans remain in place.
